Ilham Tohti is a political prisoner unjustly jailed for his peaceful advocacy of Uyghur rights issues. In the opinion of the United Nations Working Group on Arbitrary Detention, Ilham Tohti\u2019s deprivation of liberty is deemed as arbitrary. In bringing Ilham Tohti\u2019s case to the attention of the Chinese delegation,<a href=\"https:\/\/www.whitehouse.gov\/the-press-office\/2014\/09\/23\/statement-press-secretary-conviction-and-sentencing-ilham-tohti\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">President Obama<\/a>&nbsp;and&nbsp;<a href=\"http:\/\/iipdigital.usembassy.gov\/st\/english\/texttrans\/2014\/01\/20140117291170.html#axzz3OMaBg5fa\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">U.S. officials<\/a>&nbsp;should renew their concerns and requests for his unconditional release.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">\u201cWhen the Chinese president meets with President Obama in Washington, it will have been just over one year since the Chinese government jailed Ilham Tohti for life. As Xi Jinping opens a dialogue on issues of concern between China and the United States, he has denied Ilham Tohti, and many other Uyghurs, the right to discuss the problems that exist between Uyghurs and the Chinese state,\u201d said UHRP director, Alim Seytoff in a statement from Washington, DC.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Mr Seytoff added: \u201cThe United States administration should call on Xi and Chinese officials to release Ilham Tohti and make him a partner in resolving the dire condition of political, economic and cultural rights among Uyghurs. The incarceration of Uyghur intellectuals committed to peaceful reform of ethnic policies and increasing militarization of East Turkestan will not bring stability to the region.\u201d<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Professor Ilham Tohti was found guilty on charges of separatism and sentenced to&nbsp;<a href=\"http:\/\/www.nytimes.com\/2014\/09\/24\/world\/asia\/china-court-sentences-uighur-scholar-to-life-in-separatism-case.html?_r=1\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">life imprisonment<\/a>&nbsp;on September 23, 2014 after a two-day trial that began on September 17. A November 21, 2014 appeal hearing was held&nbsp;<a href=\"http:\/\/www.rfa.org\/english\/news\/uyghur\/appeal-11192014103341.html\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">behind closed doors<\/a>&nbsp;at the Urumchi Number 1 Detention Center. The appeal was turned down.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Ilham Tohti, who worked as a professor at Beijing\u2019s Minzu University (formerly Central Nationalities University),&nbsp;often questioned the efficacy of Chinese government policies targeting Uyghurs citing worsening economic, social and cultural conditions. He founded the Uighurbiz website in order to \u201cpromote mutual understanding as well as dialogue among ethnic communities,\u201d as he explained in an&nbsp;<a href=\"http:\/\/chinachange.org\/2014\/04\/06\/my-ideals-and-the-career-path-i-have-chosen\/\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">autobiographical essay<\/a>&nbsp;in 2011.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">After his January 15, 2014&nbsp;<a href=\"http:\/\/uhrp.org\/press-release\/uyghur-human-rights-project-urges-international-community-maintain-vigilance-condition\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">detention in Beijing<\/a>, Chinese state media and Chinese officials heavily prejudiced Ilham Tohti\u2019s case.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Only three days after his detention, an&nbsp;<a href=\"http:\/\/www.globaltimes.cn\/content\/838112.shtml\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">op-ed<\/a>&nbsp;in the Chinese state run&nbsp;Global&nbsp;Times accused Tohti of links to the \u201cWest,\u201d delivering \u201caggressive lectures and being the \u201cbrains\u201d behind alleged Uyghur terrorists.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">A March 6, 2014&nbsp;<a href=\"http:\/\/www.scmp.com\/news\/china\/article\/1442049\/xinjiang-official-nur-bekri-says-evidence-against-uygur-academic-ilham\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">article<\/a>&nbsp;by AFP cited former Xinjiang chairman Nur Bekri as stating the evidence against Ilham Tohti was \u201cirrefutable.\u201d<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">The conditions of Ilham Tohti\u2019s pre-trial detention did not meet international standards, as reports emerged that he had been&nbsp;<a href=\"http:\/\/uhrp.org\/press-release\/condition-ilham-tohti%E2%80%99s-detention-human-rights-violation.html\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">denied food and medical assistance<\/a>. These allegations place China in violation of articles 20 and 22 of the&nbsp;<a href=\"https:\/\/www.unodc.org\/pdf\/criminal_justice\/UN_Standard_Minimum_Rules_for_the_Treatment_of_Prisoners.pdf\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">United Nations Standard Minimum Rules for the Treatment of Prisoners<\/a>.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Furthermore, procedural issues ahead of his trial denied Ilham Tohti a fair hearing. His lawyers\u2019 requests to see&nbsp;<a href=\"http:\/\/www.rfa.org\/english\/news\/uyghur\/evidence-08132014150925.html\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">prosecution evidence<\/a>&nbsp;ahead of the trial were rejected. In a briefing dated November 17, 2014, the&nbsp;<a href=\"http:\/\/www.cecc.gov\/publications\/commission-analysis\/lawyers-cite-procedural-violations-await-decision-on-appeal-in\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">Congressional Executive Commission on China<\/a>&nbsp;(CECC) outlined further procedural violations, as described by Ilham Tohti\u2019s lawyers.&nbsp;<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Since his December 2014 conviction, Chinese authorities have&nbsp;<a href=\"http:\/\/www.rfa.org\/english\/news\/china\/asset-seizure-10282014154651.html\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">seized&nbsp;his&nbsp;family\u2019s&nbsp;assets<\/a>&nbsp;and maintained&nbsp;<a href=\"http:\/\/www.cbsnews.com\/news\/chinas-uighur-minority-subjected-to-collective-punishment\/\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">heavy handed surveillance<\/a>&nbsp;of the family home in Beijing.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">At the sixty-ninth session of the Working Group on Arbitrary Detention held between April 22 and May 1, 2014, a panel of&nbsp;five human rights experts&nbsp;rendered the opinion that&nbsp;Ilham Tohti\u2019s&nbsp;<a href=\"http:\/\/uhrp.org\/press-release\/un-working-group-says-chinas-deprivation-uyghur-scholar-ilham-tohtis-liberty-arbitrary\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">deprivation of liberty&nbsp;since January 15, 2014 is arbitrary<\/a>.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">The Working Group cited China\u2019s violation of the Universal Declaration of Human Rights&nbsp;(UDHR) in Mr. Tohti\u2019s case\u2014in particular, articles 9, 10, 11, 18, 19, 20 and 21. The universal right to freedom of speech is guaranteed under the articles of the&nbsp;<a href=\"http:\/\/www.un.org\/en\/documents\/udhr\/\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">UDHR<\/a>.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">UHRP also calls on China to release seven of Ilham Tohti\u2019s students who were given&nbsp;<a href=\"http:\/\/uk.reuters.com\/article\/2014\/12\/09\/uk-china-rights-xinjiang-idUKKBN0JN0B020141209\" style=\"color: rgb(16, 93, 145); text-decoration: underline;\">prison sentences of up to eight years<\/a>&nbsp;in December 2014.
