The group was attempting to make a pilgrimage to Saudi Arabia. They had reportedly left on their Chinese passports from Urumqi. According to the<em><a href=\"http:\/\/www.hurriyetdailynews.com\/uighurs-en-route-to-saudi-arabia-detained-with-fake-passports-in-istanbul-.aspx?pageID=238&amp;nID=99343&amp;NewsCatID=509\" target=\"_blank\" rel=\"noopener\">Hurriyet Daily News<\/a><\/em>, thye bought tickets to Northern Cyprus and passed through passport checks with those tickets before meeting four men in the transit hall who passed them fake Kyrgyz passports and boarding passes for a flight to Jeddah.<\/p>\n<p>The Uyghurs were to be deported back to China (it\u2019s not clear they have been already) and the four fake passport peddlers were detained by Turkish police. The fake passports reportedly costs 2,500 euro each and the tickets $300.<\/p>\n<p>According to the head of the Kyrgyz passport authority, Taiyrbek Sarpashev, the counterfeiting ring is making a lot of money off Uyghurs trying to get to places like Saudi Arabia. \u201c[The] average for Chinese citizens [to make the Saudi pilgrimage] costs between $10,000 to $20,000; the income of the criminal group is estimated to be more than $1 million,\u201d he said in an interview with&nbsp;<em>RFE\/RL<\/em>\u2019s Kyrgyz service.<\/p>\n<p>Although the Kyrgyz have been issuing passports that fit international security standards for a decade, criminals are a step ahead. Using valid passports and valid identity info, the criminals make copies and substitute in the buyer\u2019s picture.<\/p>\n<p>An investigation by&nbsp;<a href=\"http:\/\/www.rferl.org\/media\/video\/kyrgyz-passports\/27928262.html\" target=\"_blank\" rel=\"noopener\"><em>RFE\/RL<\/em>\u2019s Kyrgyz service<\/a>&nbsp;traced a fake passport ring back to Osh. One scam went like this, the authorities say: A lottery was announced in which Kyrgyz could enter a contest to win a free trip to Saudi Arabia. The contest organizers collected the passports of the entrants and copied their identity data into blank booklets bearing all the standard security features which had the pictures of the Uyghur pilgrims embedded. In this fashion the passports would appear valid. The original passports were returned to their owners, who were none the wiser that their identities had been stolen.<\/p>\n<p>According to&nbsp;<em>RFE\/RL,<\/em>&nbsp;no one in Osh has been arrested. Although Sarpashev denies that anyone in the passport agency has been working with the criminal group behind the counterfeiting ring, the&nbsp;<em>RFE\/RL<\/em>&nbsp;report says a former Kyrgyz justice minister&nbsp;\u201cdoesn\u2019t think the official passports used in the scam could have been obtained and altered without inside help.\u201d<\/p>\n<p>What\u2019s big business for the counterfeiters is a significant security risk: more than just pilgrims can get a hold of seemingly valid documents to cross international borders.&nbsp;<em>RFE\/RL<\/em>\u2018s Kyrgyz service taped one of its correspondents meeting with a middleman in Osh, discussing how to obtain Kyrgyz passport documents for non-Kyrgyz. There are myriad reasons for people to want to obtain fake travel documents. For the Uyghurs detained in May, it\u2019s the Chinese government\u2019s restrictive travel policies and the high cost of making the pilgrimage to Saudi Arabia.
