{"id":3447,"date":"2017-02-24T23:11:21","date_gmt":"2017-02-24T23:11:21","guid":{"rendered":"https:\/\/www.iuhrdf.org\/en\/2017\/02\/24\/three-uyghur-officials-arrested-neglecting-duty-following-december-attack\/"},"modified":"2017-02-24T23:11:21","modified_gmt":"2017-02-24T23:11:21","slug":"three-uyghur-officials-arrested-neglecting-duty-following-december-attack","status":"publish","type":"post","link":"https:\/\/iuhrdf.org\/en\/three-uyghur-officials-arrested-neglecting-duty-following-december-attack\/","title":{"rendered":"Three Uyghur Officials Arrested For \u2018Neglecting Duty\u2019 Following December Attack"},"content":{"rendered":"<p>The arrests may be part of a campaign to pressure Uyghur officials into greater loyalty to Beijing, one observer says.<\/p>\n<p>2017-02-24<\/p>\n<p>Authorities in China\u2019s far western region of Xinjiang have arrested three Uyghur officials on charges of failing to perform their duty during a December attack by militants on an office of the ruling Chinese Communist Party, state media reported on Thursday.<\/p>\n<p>The Dec. 28 attack in Hotan (in Chinese, Hetian) prefecture\u2019s Karakash county left at least five dead, including an official and security worker killed by the attackers and three suspects shot dead at the scene by police, sources told RFA\u2019s Uyghur Service in an earlier report.<\/p>\n<p>Abdumemet Sadir, party secretary of Jumebazar village in the county\u2019s Yawa township, is now in custody for \u201cfailing to perform his tasks\u201d in connection with the attack, according to reports in the state-run&nbsp;<em>Global Times<\/em>&nbsp;newspaper and China Central National Radio.<\/p>\n<p>Also recently arrested for neglecting their duty were Elighoja Abdulla, vice head of the Karakash Party Committee office, and Memetniyaz Yusup, party secretary of the township\u2019s Jihanbagh village, media reports said.<\/p>\n<p>No details of how the three may have failed in their duties were provided in reports, though Sadir was briefly interviewed by RFA following the December attack.<\/p>\n<p>Speaking to RFA on condition of anonymity, a social stability cadre in Jumebazar confirmed that Sadir had been taken into custody, saying the arrest was connected to \u201cthe incident\u201d on Dec. 28.<\/p>\n<p>\u201cYes, Abdumemet Sadir has been arrested,\u201d the source said.<\/p>\n<p>\u201cWe don\u2019t know where he is. This kind of case is decided by higher-ups, and they won\u2019t tell us what has happened or where he has been taken.\u201d<\/p>\n<p>\u201cIt seems that he was negligent in carrying out his duties, but we don\u2019t know for sure,\u201d he said.<\/p>\n<p><strong>&#8216;Encouraging by example&#8217;<\/strong><\/p>\n<p>Also reached by RFA, a police officer in nearby Jihanbagh village meanwhile declined to comment.<\/p>\n<p>\u201cI don\u2019t know anything about this case,\u201d he said. \u201cYou should ask the people who know something about it.\u201d<\/p>\n<p>Shen Xue, a Canada-based Chinese journalist and activist, said that the officials\u2019 arrest may be part of a new tactic by Xinjiang\u2019s administration of \u201cencouraging others\u201d by example.<\/p>\n<p>\u201cIn this way, the Chinese Communist Party can intimidate Uyghur officials who are not fully supportive of its legitimacy, along with Uyghur cadres who might support the Uyghur resistance,\u201d she said.<\/p>\n<p>Beijing blames Uyghur extremists for a string of violent attacks and clashes in recent years.<\/p>\n<p>But critics say that the government has exaggerated the threat from the Uyghurs, and that repressive domestic policies are responsible for violence that has left hundreds dead since 2009.<\/p>\n<p><em><strong>Reported by Jilil Kashgary for RFA\u2019s Uyghur Servce.
