{"id":3651,"date":"2017-04-25T21:37:42","date_gmt":"2017-04-25T21:37:42","guid":{"rendered":"https:\/\/www.iuhrdf.org\/en\/2017\/04\/25\/china-bans-religious-names-muslim-babies-xinjiang\/"},"modified":"2017-04-25T21:37:42","modified_gmt":"2017-04-25T21:37:42","slug":"china-bans-religious-names-muslim-babies-xinjiang","status":"publish","type":"post","link":"https:\/\/iuhrdf.org\/en\/china-bans-religious-names-muslim-babies-xinjiang\/","title":{"rendered":"China bans religious names for Muslim babies in Xinjiang"},"content":{"rendered":"<p>List of banned baby names released amid ongoing crackdown on religion that includes law against veils and beards<\/p>\n<p>Benjamin Haas in Hong Kong<br \/>@haasbenjamin<br \/>Monday 24 April 2017 23.11 EDT<\/p>\n<p>Many couples fret over choosing the perfect name for their newborn, but for Muslims in western&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/china\">China<\/a>&nbsp;that decision has now become even more fraught: pick the wrong name and your child will be denied education and government benefits.<\/p>\n<p>Officials in the western region of&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/xinjiang\">Xinjiang<\/a>, home to roughly half of China\u2019s 23 million Muslims, have released a list of banned baby names amid an ongoing crackdown on religion,&nbsp;<a href=\"http:\/\/www.rfa.org\/english\/news\/uyghur\/names-04202017093324.html\">according to a report<\/a>&nbsp;by US-funded Radio Free Asia.<\/p>\n<p>Names such as&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/islam\">Islam<\/a>, Quran, Saddam and Mecca, as well as references to the star and crescent moon symbol, are all unacceptable to the ruling Communist party and children with those names will be denied household registration, a crucial document that grants access to social services, healthcare and education.<\/p>\n<p>A full list of names has not yet been published and it is unclear exactly what qualifies as a religious name.<\/p>\n<p><a href=\"https:\/\/www.theguardian.com\/world\/china\">China<\/a>&nbsp;blames religious extremists for&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2015\/oct\/01\/at-least-50-reported-dead-in-september-attack-as-china-celebrates-xinjiang\">a slew of violent incidents<\/a>&nbsp;in recent years that have left hundreds dead. It has launched a series of crackdowns in Xinjiang, home to the Muslim Uighur minority and one of the most militarised regions in the country.<\/p>\n<p>Uighur rights groups complain of severe restrictions on religion and freedom of expression, and say the attacks are isolated incidents caused by local grievances, not part of a wider coordinated campaign. Young men are banned from growing beards in&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/xinjiang\">Xinjiang<\/a>&nbsp;and women are forbidden from wearing face veils.<\/p>\n<p>Rights groups were quick to condemn the name ban, which applies to dozens of names deemed by Communist party officials to carry religious overtones.<\/p>\n<p>\u201cThis is just the latest in a slew of new regulations restricting religious freedom in the name of countering \u2018religious extremism,\u2019\u201d Sophie Richardson, China director at Human Rights Watch,&nbsp;<a href=\"https:\/\/www.hrw.org\/news\/2017\/04\/24\/china-bans-many-muslim-baby-names-xinjiang\">said in a statement<\/a>. \u201cThese policies are blatant violations of domestic and international protections on the rights to freedom of belief and expression.<\/p>\n<p>\u201cIf the government is serious about bringing stability and harmony to the region as it claims, it should roll back \u2013 not double down on \u2013 repressive policies.\u201d<\/p>\n<p>Authorities in Xinjiang passed&nbsp;<a href=\"http:\/\/www.reuters.com\/article\/china-xinjiang-int-idUSKBN1710DD\">new legislation last month<\/a>&nbsp;expanding a host of restrictions, including allowing staff at train stations and airports to deny entry to women wearing face veils and encouraging staff to report them to the police.<\/p>\n<p>The new law also prohibits \u201cabnormal beards\u201d and \u201cnaming of children to exaggerate religious fervour\u201d. Various cities in Xinjiang previously had rules banned women wear face veils and men with long beard from public transportation, but the new law applies to the entire region.<\/p>\n<p>A Communist party village chief and ethnic Uighur&nbsp;<a href=\"http:\/\/www.globaltimes.cn\/content\/1041792.shtml\">was demoted last month<\/a>&nbsp;for not having a \u201cresolute political stance\u201d after he refused to smoke in front of Muslim elders.
