{"id":3701,"date":"2017-05-09T20:34:07","date_gmt":"2017-05-09T20:34:07","guid":{"rendered":"https:\/\/www.iuhrdf.org\/en\/2017\/05\/09\/syria-aims-win-chinese-support-exaggerated-numbers-uighur-isis-fighters\/"},"modified":"2017-05-09T20:34:07","modified_gmt":"2017-05-09T20:34:07","slug":"syria-aims-win-chinese-support-exaggerated-numbers-uighur-isis-fighters","status":"publish","type":"post","link":"https:\/\/iuhrdf.org\/en\/syria-aims-win-chinese-support-exaggerated-numbers-uighur-isis-fighters\/","title":{"rendered":"Syria Aims to Win Chinese Support with Exaggerated Numbers of Uighur ISIS Fighters"},"content":{"rendered":"<p>A spokesperson for the World Uyghur Congress has said that a Syrian ambassador\u2019s claims there are 5,000 Uighurs, from China\u2019s Western Xinjiang province, fighting in various Syrian militant groups is a ploy to gain Beijing\u2019s support at the United Nations Security Council.<\/p>\n<p>2017\/05\/09<\/p>\n<p>A&nbsp;<a href=\"http:\/\/www.rfa.org\/mandarin\/yataibaodao\/junshiwaijiao\/nu-05082017124147.html\" title=\"spokesperson\">spokesperson<\/a>&nbsp;for the World Uyghur Congress has said that a Syrian ambassador\u2019s claims there are 5,000 Uighurs, from China\u2019s Western Xinjiang province, fighting in various Syrian militant groups is a ploy to gain Beijing\u2019s support at the United Nations Security Council.<\/p>\n<p>Imad Moustapha, the Syrian ambassador in Beijing, said that some of the Chinese Uighurs were fighting under the Islamic State (ISIS), but most were \u201cfighting under their own banner to promote their separatist cause,\u201d&nbsp;<a href=\"http:\/\/www.reuters.com\/article\/us-mideast-crisis-syria-china-idUSKBN1840V6\" title=\"Reuters\">Reuters<\/a>&nbsp;reported on May 8.<\/p>\n<p>\u201cChina, as well as every other country, should be extremely concerned,\u201d Moustapha told Reuters.<\/p>\n<p>However, Dilixiati Rexiti, spokesperson of the Germany-based World Uyghur Congress told&nbsp;<a href=\"http:\/\/www.rfa.org\/mandarin\/yataibaodao\/junshiwaijiao\/nu-05082017124147.html\">Radio Free Asia\u2019s Chinese-language service<\/a>&nbsp;that the numbers given by Syria were an exaggeration and that the Syrian government was hoping for more weapons and economic aid from China.<\/p>\n<p>U.S.-based China rights activist Liu Qing (\u5289\u9752) told&nbsp;<a href=\"http:\/\/www.rfa.org\/mandarin\/yataibaodao\/junshiwaijiao\/nu-05082017124147.html\" title=\"RFA\">RFA<\/a>&nbsp;it was very unlikely that such a high number of Uighur people could have left China as Beijing imposes strict controls on the movements of the Uighur population.<\/p>\n<p>\u201cThe proportion of Uighur fighters to their total population is also too high,\u201d Liu told RFA.<\/p>\n<h5>Strict controls<\/h5>\n<p>In November 2016, Chinese authorities ordered all residents of Xinjiang to&nbsp;<a href=\"https:\/\/www.hongkongfp.com\/2016\/11\/25\/china-confiscates-passports-xinjiang-residents-report\/\" title=\"hand in their passports to the police\">hand in their passports to the police<\/a>&nbsp;for inspection. At the time, various international media outlets reported that&nbsp;<a href=\"https:\/\/www.nytimes.com\/2016\/12\/01\/world\/asia\/passports-confiscated-xinjiang-china-uighur.html\" title=\"new passports\">new passports<\/a>&nbsp;would no longer be issued.<\/p>\n<p>Xinjiang\u2019s roughly 10 million Uighurs make up about half of the population in the Xinjiang Uighur Autonomous Province. The Uighurs are predominantly Muslim, and have been marginalized and&nbsp;<a href=\"http:\/\/www.huffingtonpost.com\/alim-a-seytoff\/china-uighurs_b_5589130.html\" title=\"discriminated\">discriminated<\/a>&nbsp;against by the dominant Han in China. Beijing has prevented the Uighurs from practicing their culture and religion, a key part of Uighur&nbsp;<a href=\"http:\/\/foreignpolicy.com\/2016\/07\/20\/report-100-chinese-muslims-have-joined-isis-islamic-state-china-terrorism-uighur\/\" title=\"identity\">identity<\/a>.<\/p>\n<p>Chinese&nbsp;<a href=\"http:\/\/www.globaltimes.cn\/content\/896765.shtml\" title=\"state media\">state media<\/a>&nbsp;has claimed that around 300 Uighurs are fighting with ISIS in Syria, traveling to the region via Southeast Asia and Turkey.&nbsp;<a href=\"http:\/\/www.scmp.com\/news\/china\/article\/1561136\/china-says-xinjiang-extremists-may-be-fighting-middle-east\" title=\"Wu Sike\">Wu Sike<\/a>&nbsp;(\u5433\u601d\u79d1), a senior Chinese diplomat, said in July 2014 that about 100 Uighur militants were receiving training in Syria and Iraq.<\/p>\n<p>Washington D.C. based think-tank New America\u2019s&nbsp;<a href=\"https:\/\/na-production.s3.amazonaws.com\/documents\/ISIS-Files.pdf\" title=\"report\">report<\/a>&nbsp;on terrorism, published in July 2016, found that of 118 ISIS fighters from China, 114 were from Xinjiang and referred to the region as \u201cTurkestan\u201d or \u201cEast Turkestan.\u201d The numbers were based on leaked ISIS foreign fighter registration forms collected by ISIS on the Syria-Turkey border between mid-2013 and mid-2014.<\/p>\n<p>The report said that most of the fighters from Xinjiang who registered to fight with ISIS were actually leaving China in search of a \u201csense of belonging.\u201d<\/p>\n<p>The Uighurs who registered to fight for ISIS were new to Jihad, which suggests that the fighters were not \u201cseasoned veterans of foreign wars,\u201d as is the case with members of East Turkestan Islamic Movement (ETIM), an al-Qaeda affiliated group have been active in Xinjiang and involved in conflicts in the Middle East.<\/p>\n<p>The ETIM claimed responsibility for the&nbsp;<a href=\"http:\/\/www.bbc.com\/news\/av\/world-asia-china-24723667\/tiananmen-crash-suicide-attack\" title=\"2013 Tiananmen car crash\">2013 Tiananmen car crash<\/a>, which Beijing labeled as a terrorist suicide attack.<\/p>\n<p>ISIS\u2019s propaganda videos showing Uighur children in clean classrooms learning religion, a practice forbidden in China, has been drawing the Uighurs to Syria, the New America report found.<\/p>\n<h5>History of unrest<\/h5>\n<p>Chinese control over the Xinjiang region has been unstable since the Chinese Communist Party incorporated it as part of China in 1949.<\/p>\n<p><a href=\"https:\/\/www.theguardian.com\/world\/2009\/jul\/06\/china-uighur-urumqi-riots\" title=\"Ethnic riots\">Ethnic riots<\/a>&nbsp;between the Uighurs and the Han communities broke out in July 2009 in \u00dcr\u00fcmqi, the capital of Xinjiang. Nearly 200 people died in the riots, and since then, China has tightly controlled information in the region and restricted foreign journalists\u2019 activities.<\/p>\n<p>Uighur activists like&nbsp;<a href=\"http:\/\/www.uyghurcongress.org\/en\/?p=29375\" title=\"Ilham Tohti\">Ilham Tohti<\/a>&nbsp;and&nbsp;<a href=\"http:\/\/www.uyghurcongress.org\/en\/?staff=dolkun-isa\" title=\"Dolkun Isa\">Dolkun Isa<\/a>&nbsp;who have spoken out against Beijing have been arrested or exiled.<\/p>\n<p><a href=\"https:\/\/www.hrw.org\/news\/2005\/04\/12\/china-religious-repression-uighur-muslims\" title=\"China\">China<\/a>&nbsp;has&nbsp;<a href=\"http:\/\/abcnews.go.com\/International\/bob-woodruff-happened-alleged-isis-breeding-ground-china\/story?id=37978740\" title=\"banned\">banned<\/a>&nbsp;Muslim men from keeping beards and women from wearing the hijab, as well as implementing a ban on&nbsp;<a href=\"http:\/\/www.voanews.com\/a\/china-issues-ban-on-many-muslim-names-in-xinjiang\/3826118.html\" title=\"Muslim baby names\">Muslim baby names<\/a>&nbsp;such as \u201cJihad\u201d or \u201cMedina.\u201d The Chinese authorities have&nbsp;<a href=\"https:\/\/international.thenewslens.com\/article\/42166\" title=\"prevented Uighurs from fasting during Ramadan\">prevented Uighurs from fasting during Ramadan<\/a>, the Muslim holy month, going so far as to force Uighur children to eat zongzi (sticky rice dumplings).<\/p>\n<p>In February, following Chinese President&nbsp;<a href=\"http:\/\/www.reuters.com\/article\/us-g20-china-turkey-idUSKCN11905N\" title=\"Xi Jinping\u2019s\">Xi Jinping\u2019s<\/a>&nbsp;(\u7fd2\u8fd1\u5e73) pledge to strengthen counter-terrorism efforts, security forces staged&nbsp;<a href=\"http:\/\/www.reuters.com\/article\/us-china-xinjiang-idUSKBN15Y04R\" title=\"mass anti-terror rallies\">mass anti-terror rallies<\/a>&nbsp;in \u00dcr\u00fcmqi, Kashgar and Hotan, parading armed men and armored vehicles through the streets.<\/p>\n<p>China blames the violence and unrest in Xinjiang on&nbsp;<a href=\"http:\/\/foreignpolicy.com\/2016\/07\/20\/report-100-chinese-muslims-have-joined-isis-islamic-state-china-terrorism-uighur\/\" title=\"Islamic extremism and Uighur ties to foreign terrorist groups\">Islamic extremism and Uighur ties to foreign terrorist groups<\/a>.
