{"id":3743,"date":"2017-05-24T19:29:56","date_gmt":"2017-05-24T19:29:56","guid":{"rendered":"https:\/\/www.iuhrdf.org\/en\/2017\/05\/24\/chinas-rights-abuses-infect-un\/"},"modified":"2017-05-24T19:29:56","modified_gmt":"2017-05-24T19:29:56","slug":"chinas-rights-abuses-infect-un","status":"publish","type":"post","link":"https:\/\/iuhrdf.org\/en\/chinas-rights-abuses-infect-un\/","title":{"rendered":"China\u2019s Rights Abuses Infect UN"},"content":{"rendered":"<p>Global Body Should Do More to Protect Beijing\u2019s Critics<\/p>\n<p>Sophie Richardson<br \/>China Director&nbsp;<br \/>\u200b\u200b\u200b\u200b\u200b\u200b\u200bMay 23, 2017 2:45PM EDT&nbsp;<\/p>\n<p>\u201cA disease that is spreading \u2013 north, south, east, and west.\u201d This is how United Nations Secretary-General Antonio Guterres earlier this year&nbsp;<a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/speeches\/2017-02-27\/secretary-generals-human-rights-council-remarks\">described<\/a>&nbsp;the lack of attention worldwide to human rights. But Guterres should also be concerned about pressure on human rights from within; notably the pressure that China, a permanent UN Security Council member, is putting on key UN bodies.<\/p>\n<p>On April 26, Dolkun Isa \u2013 a well-known activist who campaigns from Germany on behalf of Uyghur Muslims, a community long repressed by the Chinese government \u2013 was attending a&nbsp;<a href=\"https:\/\/www.un.org\/development\/desa\/indigenouspeoples\/unpfii-sessions-2\/sixteenth-session.html\">forum<\/a>&nbsp;on indigenous issues at UN headquarters in New York. Although he was fully accredited to participate in the gathering, Isa&nbsp;<a href=\"http:\/\/unpo.org\/article\/20072\">said<\/a>&nbsp;that after leaving proceedings in Conference Room 4, he was confronted by UN security in the hallway who told him to leave the premises immediately. He was given no reason for this, and although his accreditation remained valid, he was not allowed to re-enter the building later that day or when the forum resumed on April 28. When Human Rights Watch sought an explanation, the spokesperson\u2019s office said it had no information on the specific case.<\/p>\n<p>This was not an isolated incident. In January, as the UN welcomed Chinese President Xi Jinping to its Geneva office, it&nbsp;<a href=\"http:\/\/uk.reuters.com\/article\/uk-china-un-idUKKBN1522F4\">sent home<\/a>&nbsp;roughly 3,000 UN staff, citing \u201clogistical\u201d needs \u2013 while also preventing nongovernmental organizations from entering the complex. In introducing President Xi, Secretary-General Guterres&nbsp;<a href=\"http:\/\/webtv.un.org\/search\/high-level-event-with-president-of-the-peoples-republic-of-china\/5287205153001?term=Xi%20Jinping\">praised<\/a>&nbsp;China for its commitment to multilateralism and to the UN, but raised no concerns about human rights violations.<\/p>\n<p>It\u2019s been three years since the 2014 death in detention of activist&nbsp;<a href=\"https:\/\/www.hrw.org\/news\/2017\/03\/13\/no-light-three-years-after-chinese-activists-death\">Cao Shunli<\/a>, who was imprisoned by Chinese authorities for her efforts to participate in&nbsp;<a href=\"https:\/\/www.hrw.org\/news\/2013\/10\/17\/upr-submission-china\">China\u2019s<\/a>&nbsp;<a href=\"https:\/\/www.hrw.org\/tag\/universal-periodic-review\">Universal Periodic Review<\/a>&nbsp;at the UN Human Rights Council. To this day China has given no adequate explanation for her death, let alone punish anyone who might be responsible. And in just a few weeks UN Special Rapporteur on Extreme Poverty Philip Alston will&nbsp;<a href=\"https:\/\/static1.squarespace.com\/static\/55d21ffee4b0d22e803fdca1\/t\/590b7cf05016e13dff813236\/1493925105344\/A_HRC_35_26_ADD_2.pdf\">report<\/a>&nbsp;on his August 2016 visit to China, during which officials restricted his investigations.<\/p>\n<p>The UN leadership should get serious about eradicating the \u201cdisease\u201d of human rights violations and protecting this critical&nbsp;<a href=\"http:\/\/www.un.org\/un70\/en\/content\/videos\/three-pillars\">pillar<\/a>&nbsp;of UN work.
