{"id":3892,"date":"2017-08-22T17:36:37","date_gmt":"2017-08-22T17:36:37","guid":{"rendered":"https:\/\/www.iuhrdf.org\/en\/2017\/08\/22\/authorities-xinjiang-extend-uyghur-persecution-regions-ethnic-kyrgyz\/"},"modified":"2017-08-22T17:36:37","modified_gmt":"2017-08-22T17:36:37","slug":"authorities-xinjiang-extend-uyghur-persecution-regions-ethnic-kyrgyz","status":"publish","type":"post","link":"https:\/\/iuhrdf.org\/en\/authorities-xinjiang-extend-uyghur-persecution-regions-ethnic-kyrgyz\/","title":{"rendered":"Authorities in Xinjiang Extend Uyghur Persecution to Region\u2019s Ethnic Kyrgyz"},"content":{"rendered":"<p><a href=\"http:\/\/www.rfa.org\/english\/news\/uyghur\/kyrgyz-08212017162912.html\">RFA<\/a><\/p>\n<p><span style=\"font-size:16px;\"><span style=\"font-family:times new roman,times,serif;\"><span style=\"color: rgb(51, 51, 51);\">Authorities in northwest China\u2019s Xinjiang region are increasingly sentencing mostly Muslim Kyrgyz to reeducation centers for \u201creligious violations,\u201d according to a source in Kyrgyzstan, who said members of the ethnic group now face similar restrictions to those placed on the region\u2019s ethnic majority Uyghurs.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">The ethnic Kyrgyz are a Turkic people who make up less than one percent of Xinjiang\u2019s estimated 21.8 million residents and are largely concentrated in the region\u2019s Kizilsu Kirghiz Autonomous Prefecture, along northwest China\u2019s border with Kyrgyzstan.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">The small ethnic group had traditionally enjoyed relative autonomy under Chinese rule until Xinjiang Communist Party chief Chen Quanguo was appointed to run the region in August last year and initiated harsh policies targeting the religious freedom of Uyghurs.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">A Kyrgyz businessman from Kizilsu who is currently living in Kyrgyzstan\u2019s capital Bishkek recently told RFA\u2019s Uyghur Service that members of his ethnic group are now routinely targeted by authorities as part of the religious restrictions imposed on the region by Chen\u2019s administration.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cThe persecution of Uyghurs by the Chinese government is by far the worst,\u201d said the businessman, who spoke to RFA on condition of anonymity.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cBut the same kind of persecution is increasingly happening to the Kyrgyz people as well. In recent months, many young Kyrgyz were arrested by the Chinese government.\u201d<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">As recently as the fall of 2016, Kyrgyz from Kizilsu could freely travel across the border to Kyrgyzstan, RFA\u2019s source said, but when restrictions began last year, Chinese authorities began confiscating their passports.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cThen, many were rounded up and sent to what are called \u2018reeducation centers\u2019\u2014but nobody knew what had happened to them, because nobody was allowed to see them,\u201d he said.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cA lot of Kyrgyz were arrested for growing beards, praying, or even owning a prayer rug or Quran [Islamic holy book] in their homes. Some were sentenced anywhere from five to 17 years in prison. Women more than 60 years of age were given sentences of three to four years.\u201d<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">The businessman gave several examples of Kyrgyz in Xinjiang who received harsh punishments for so-called religious violations, including a herder named Abu Talip that was sentenced to 17 years for \u201cgrowing a beard\u201d and a television reporter from Kizilsu\u2019s Akchi (in Chinese, Akeqi) county who received 13 years for \u201cpraying.\u201d<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cThese people didn\u2019t commit any crimes,\u201d he said.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">The chief of the Kizilsu Kirghiz Autonomous Prefectural police department refused to answer questions about a crackdown on ethnic Kyrgyz, saying RFA\u2019s reporter would need to come to the station for more information.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">But an officer at a village police station in Akchi confirmed that \u201cmostly Kyrgyz are in the reeducation centers here.\u201d<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cEveryone has to attend, as long as their household registration is here, but we can\u2019t tell you how long they are required to be there since you\u2019re a journalist,\u201d he added.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><b style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\">Harsh punishments<\/b><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">According to the businessman, authorities in Xinjiang are now rounding up ethnic Kyrgyz who are returning home across the border after studying in Kyrgyzstan.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cNearly 100 Kyrgyz students from Kizulsu who are studying in Kyrgyzstan were detained upon their return to China during the summer vacation,\u201d he said.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cThey were detained upon entry at border. All their passports were confiscated and they were all sent to reeducation centers. They were not allowed to see their parents or relatives and vice versa.\u201d<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">He said that in some cases, Xinjiang police are even detaining citizens of Kyrgyzstan traveling to the region, citing the case of a young man named Tudahun, who had recently become a Kyrgyz national.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cHe was detained as soon as he entered China a few weeks ago,\u201d he said, adding that it was unclear what had happened to him.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">Meanwhile, the businessman said, authorities are also threatening the relatives of ethnic Kyrgyz who have left the region.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cMy relatives live in fear,\u201d he said, adding that it had been six months since he had last spoken to any of them because \u201cthey don\u2019t dare to take my calls.\u201d<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cThere are Kyrgyz who fled Chinese persecution and came to Kyrgyzstan, but they are scared to speak about their plight at all, fearing for the safety of their relatives.\u201d<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><b style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\">Making enemies<\/b><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">Chinese policy in Xinjiang has pitted members of the Kyrgyz and Uyghur communities against one another since Mao Zedong declared the People\u2019s Republic of China on Oct. 1, 1949, the businessman said, despite several similarities between the traditions of the two ethnic groups.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cChina has portrayed the Uyghurs not only as enemies of the state, but also as enemies of their ethnic brethren,\u201d he said.<\/span><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><br style=\"color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; font-size: 12px;\"><span style=\"color: rgb(51, 51, 51);\">\u201cChinese propaganda to the Kyrgyz was very powerful and effective, stating, \u2018Uyghurs are terrorists and nothing good comes out of them.
