China has an expansive and unclear&nbsp;<span style=\"font-size: 13.008px;\">definition of terrorist actions \u2014 for example, sentencing Prof. Ilham Tohti to life imprisonment for discussing Uighur&nbsp;<\/span><span style=\"font-size: 13.008px;\">issues online, accusing him of encouraging students to join terrorist groups.<\/span><\/div>\n<div>The Chinese government refuses to allow independent reporters to investigate the situation in the Uighur&nbsp;<span style=\"font-size: 13.008px;\">homeland and indiscriminately treats the Uighur Muslim minority as terrorist suspects. The situation is not<\/span><\/div>\n<div>comparable to concerns about ISIS.<\/div>\n<div>China has produced no substantive evidence that militants have returned to China from the Middle East. The&nbsp;<span style=\"font-size: 13.008px;\">region is in the midst of a security crackdown and an expansion of arbitrary detention in re-education centers,<\/span><\/div>\n<div>including of Uighur students studying abroad forced to return home by threats to their families.<\/div>\n<div>This is in addition to longstanding Uighur grievances, including infringement of linguistic and religious rights&nbsp;<span style=\"font-size: 13.008px;\">and exclusion from benefits of the region\u2019s natural resource wealth.
