{"id":3964,"date":"2017-10-15T18:06:43","date_gmt":"2017-10-15T18:06:43","guid":{"rendered":"https:\/\/www.iuhrdf.org\/en\/2017\/10\/15\/china-bans-use-uyghur-kazakh-textbooks-materials-xinjiang-schools\/"},"modified":"2017-10-15T18:06:43","modified_gmt":"2017-10-15T18:06:43","slug":"china-bans-use-uyghur-kazakh-textbooks-materials-xinjiang-schools","status":"publish","type":"post","link":"https:\/\/iuhrdf.org\/en\/china-bans-use-uyghur-kazakh-textbooks-materials-xinjiang-schools\/","title":{"rendered":"China Bans Use of Uyghur, Kazakh Textbooks, Materials in Xinjiang Schools"},"content":{"rendered":"<p style=\"margin-top: 0px; margin-bottom: 15px; line-height: 20px; font-size: 12px; color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; text-align: justify;\"><a href=\"http:\/\/www.rfa.org\/english\/news\/uyghur\/ethnic-textbooks-10132017135316.html\">RFA<\/a><\/p>\n<p style=\"margin-top: 0px; margin-bottom: 15px; line-height: 20px; font-size: 12px; color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; text-align: justify;\"><span style=\"font-size:16px;\"><span style=\"font-family:times new roman,times,serif;\">Chinese authorities in the northwestern region of Xinjiang have banned&nbsp;the use of ethnic minority languages in schools in at least one part&nbsp;of the region, RFA has learned.<\/p>\n<p>A recent directive sent out by the local education bureau to schools&nbsp;in Yining county in Xinjiang&#8217;s Ili Kazakh Autonomous Prefecture bans&nbsp;the use of any textbooks or teaching materials written in the&nbsp;languages of the mostly Muslim Uyghur and Kazakh ethnic groups.<\/p>\n<p>&#8220;The use of all Uyghur and Kazakh-medium textbooks and teaching&nbsp;materials must be terminated across the board,&#8221; the directive, a copy&nbsp;of which was sent to RFA, said.<\/p>\n<p>&#8220;Any such items currently held in schools must be put away in sealed&nbsp;storage,&#8221; according to the document, which is attributed on the&nbsp;letterhead to the education department of the Xinjiang Uyghur&nbsp;Autonomous Region regional government.<\/p>\n<p>While RFA was unable to confirm if the ban is being rolled out&nbsp;region-wide, the fact that the document describes itself as &#8220;passing&nbsp;on&#8221; a directive issued by the regional government points to wider application of the restrictions.<\/p>\n<p>&#8220;The use of any ethnic minority-language translations of compulsory&nbsp;national texts used in the delivery of Morals and the Rule of Law and&nbsp;History lessons &#8230; must be terminated immediately,&#8221; said the notice,&nbsp;which is titled &#8220;Notification regarding the use of ethnic-minority&nbsp;language textbooks and teaching materials and related matters.&#8221;<\/p>\n<p>The document also warns: &#8220;Schools must not flout these rules by&nbsp;continuing to use ethnic minority-language materials. Any found doing&nbsp;so will be reported to a higher level of government.&#8221;<\/p>\n<p>Luo Dan, the official named on the notice as the contact person for&nbsp;the Yining county education bureau, confirmed that the directive is&nbsp;genuine, and is being implemented.<\/p>\n<p>&#8220;This is a genuine document issued by the regional government,&#8221; Luo&nbsp;told RFA on&nbsp;<span class=\"Object\" id=\"OBJ_PREFIX_DWT308_com_zimbra_date\">Friday<\/span>.<\/p>\n<p>&#8220;The use of all Uyghur and Kazakh-language textbooks and teaching&nbsp;materials in language and literature has ceased,&#8221; Luo said, adding:&nbsp;&#8220;We will also be sending out another directive&nbsp;<span class=\"Object\" id=\"OBJ_PREFIX_DWT310_com_zimbra_date\">today<\/span>&nbsp;regarding&nbsp;teaching materials.&#8221;<\/p>\n<p><b>&#8216;All Chinese now&#8217;<\/b><\/span><\/span><\/p>\n<p style=\"margin-top: 0px; margin-bottom: 15px; line-height: 20px; font-size: 12px; color: rgb(51, 51, 51); font-family: Arial, Helvetica, sans-serif; text-align: justify;\"><span style=\"font-size:16px;\"><span style=\"font-family:times new roman,times,serif;\">An ethnic minority resident of Xinjiang, who asked to remain&nbsp;anonymous, said that while the official policy of the government is&nbsp;still that it respects the languages and culture of the region&#8217;s&nbsp;ethnic minorities, it has been chipping away at the use of their&nbsp;languages in the education system for several years.<\/p>\n<p>&#8220;Right now, math, physics and chemistry are all taught in Chinese,&#8221;&nbsp;the resident said. &#8220;There are still some Uyghur and Kazakh-language&nbsp;textbooks around, but they are gradually disappearing.&#8221;<\/p>\n<p>&#8220;It&#8217;s all Chinese now. Nobody is implementing the regional&nbsp;government&#8217;s [language policies].&#8221;<\/p>\n<p>He said he saw the move as an attempt at assimilation and cultural genocide.<\/p>\n<p>The move comes amid a massive &#8220;stability maintenance&#8221; operation in&nbsp;Xinjiang ahead of the ruling Chinese Communist Party&#8217;s five-yearly&nbsp;national congress on Oct. 18.<\/p>\n<p>Sources in the logistics industry said express courier companies in&nbsp;Xinjiang had been told to cease operations for the duration of the&nbsp;party congress.<\/p>\n<p>&#8220;There is stability maintenance in Xinjiang right now, as well as the&nbsp;19th party congress, and a lot of courier points on the grid have been&nbsp;asked by the government to shut down,&#8221; an employee at a courier firm&nbsp;in Xinjiang&#8217;s regional capital Urumqi said on&nbsp;<span class=\"Object\" id=\"OBJ_PREFIX_DWT312_com_zimbra_date\">Friday<\/span>.<\/p>\n<p>A second courier employee said packages are still being delivered to&nbsp;Urumqi and Hotan, although unreliably. &#8220;But not to the county towns,&#8221;&nbsp;he said.<\/p>\n<p>While China blames some Uyghurs for \u201cterrorist\u201d attacks, experts&nbsp;outside China say Beijing has exaggerated the threat from the Uyghurs&nbsp;and that increasingly repressive domestic policies are responsible for an upsurge&nbsp;in violence there that has left hundreds dead since 2009.<\/p>\n<p>Authorities the region have begun implementing a government policy to&nbsp;emboss identification codes on knives belonging to Uyghurs as a further&nbsp;security measure in the restive area, sources from the prefecture said&nbsp;this week.<\/p>\n<p><i><b>Reported by Qiao Long and Yang Fan for RFA&#8217;s Mandarin Service.&nbsp;Translated and edited by Luisetta Mudie.<\/b><\/i><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>RFA Chinese authorities in the northwestern region of Xinjiang have banned&nbsp;the use of ethnic minority languages in schools in at least one part&nbsp;of the region, RFA has learned.
