Since 2016, hardline official Chen Quanguo has overseen an increase in security spending and the development of&nbsp;<a href=\"https:\/\/www.hongkongfp.com\/2018\/07\/25\/ngos-note-staggering-rise-arrests-china-cracks-minorities-muslim-region\/\" style=\"color: rgb(16, 93, 145); text-decoration-line: underline;\">a network of extrajudicial internment camps where inmates are held without proper trial, often under \u201cterrorism\u201d or \u201cseparatism\u201d charges<\/a>, according to NGO Chinese Human Rights Defenders.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">\u201cAll of these detainees have had their due process rights violated,\u201d Vice-chair of the UN Committee on the Elimination of Racial Discrimination Gay McDougall told the committee in Geneva. \u201cMost have never been charged with an offence, tried in a court of law, or afforded an opportunity to challenge the illegality of their detention. Many just disappear.\u201d<\/p>\n<p><iframe loading=\"lazy\" allow=\"autoplay; encrypted-media\" allowfullscreen=\"\" frameborder=\"0\" height=\"315\" src=\"https:\/\/www.youtube.com\/embed\/NO0dRYffeng\" style=\"color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\" width=\"560\"><\/iframe><\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Chinese Human Rights Defenders cited government data last month suggesting that&nbsp;<a href=\"https:\/\/www.hongkongfp.com\/2018\/07\/27\/us-urged-sanction-chinese-officials-overseeing-sweeping-crackdown-muslim-region\/\" style=\"color: rgb(16, 93, 145); text-decoration-line: underline;\">one in five arrests in China last year took place in Xinjiang<\/a>, despite the region containing only 1.5 per cent of the country\u2019s population.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\"><strong>\u2018No rights zone\u2019<\/strong><\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Chinese authorities have reportedly constructed a vast surveillance network of in Xinjiang,&nbsp;<a href=\"https:\/\/www.hongkongfp.com\/2018\/06\/27\/no-cracks-no-blind-spots-no-gaps-chinese-firms-cash-xinjiangs-growing-police-state\/\" style=\"color: rgb(16, 93, 145); text-decoration-line: underline;\">estimated to be worth 58 billion yuan (HK$66 billion)<\/a>. The UN panel said that state authorities impose the mandatory collection of biometric data, including DNA samples and iris scans of all residents between the ages of 12 and 65.<\/p>\n<p><iframe loading=\"lazy\" allow=\"autoplay; encrypted-media\" allowfullscreen=\"\" frameborder=\"0\" height=\"315\" src=\"https:\/\/www.youtube.com\/embed\/znFuG0qtQ5I\" style=\"color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\" width=\"560\"><\/iframe><\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">\u201cPolice and security posts can be seen everywhere in Xinjiang,\u201d the Global Times said. \u201cThere is no doubt that the current peace and stability in Xinjiang is partly due to the high intensity of regulations.\u201d<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">But McDougall said authorities have \u201cturned the Uighur Autonomous Region into something that resembles a massive internment camp that is shrouded in secrecy \u2013 a sort of \u2018no rights zone\u2019.\u201d<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">In February, Human Rights Watch said that China is<a href=\"https:\/\/www.hongkongfp.com\/2018\/02\/28\/china-using-big-data-predictive-computing-police-residents-xinjiang-region-human-rights-watch-says\/\" style=\"color: rgb(16, 93, 145); text-decoration-line: underline;\">&nbsp;violating privacy rights and enabling officials to arbitrarily detain residents<\/a>: \u201cPeople in Xinjiang can\u2019t resist or challenge the increasingly intrusive scrutiny of their daily lives because most don\u2019t even know about this \u2018black box\u2019 program or how it works,\u201d Maya Wang, senior China researcher, said.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\"><strong>\u2018Salvaged\u2019 from turmoil<\/strong><\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">The state-run paper claimed that the Chinese government had \u201csalvaged\u201d Xinjiang from turmoil at the hands of \u201cterrorist organisations\u201d<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">\u201cIt has avoided the fate of becoming \u2018China\u2019s Syria\u2019 or \u201cChina\u2019s Libya.\u2019,\u201d the editorial \u2013 which was published in Chinese and English \u2013 said.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">The paper added that regional stability had been achieved through the Chinese government\u2019s staunch campaigns to tackle extremism: \u201cThe security situation in Xinjiang has been turned around recently and terror threats spreading from there to other provinces of China are also being eliminated. Peaceful and stable life has been witnessed again in all of Xinjiang.\u201d They said that this responsibility has been shouldered by all ethnic groups in the region.<\/p>\n<p style=\"line-height: 20px; margin-top: 0px; margin-bottom: 20px; color: rgb(67, 67, 67); font-family: Verdana, Geneva, Arial, Helvetica, sans-serif; font-size: 12px;\">Founded in 1993, the Global Times is a state-run tabloid under the Communist Party\u2019s flagship paper the People\u2019s Daily. The tabloid is known for its hard-line editorials.
