As peers, their opinion carries more weight with the Chinese government than the NGOs, journalists, and academics who have been sounding the alarm for months. The Han-dominated Chinese Communist party is now confident that the only way to govern Xinjiang is to eradicate the distinct Uighur identity in the name of countering terrorism. A responsible, rules-based stakeholder would be welcome to play a prominent role in international governance, but the Chinese government is intent on changing the rules to suit its brand of rule by <\/span><span style=\"font-size:14px;\">one-party<\/span><span style=\"font-size:14px;\"> iron fist.<\/span><\/p>\n<p style=\"margin-top: 0px; margin-bottom: 1rem; color: rgb(18, 18, 18); font-family: &quot;Guardian Text Egyptian Web&quot;, Georgia, serif; font-size: 17px; font-variant-ligatures: common-ligatures; background-color: rgb(254, 249, 245);\"><span style=\"font-size:14px;\">However, as China tries to step into this leadership role, it is still susceptible to public opinion and international criticism. That is why the government&nbsp;<a class=\"u-underline\" data-link-=\"\" href=\"https:\/\/www.theguardian.com\/world\/2018\/oct\/22\/from-denial-to-pride-how-china-changed-its-language-on-xinjiangs-camps\" name=\"in body link\" style=\"background-image: initial; background-position: initial; background-repeat: initial; touch-action: manipulation; color: rgb(224, 94, 0); cursor: pointer; border-bottom: 0.0625rem solid rgb(220, 220, 220); transition: border-color 0.15s ease-out 0s;\">felt compelled<\/a>&nbsp;to launch a propaganda campaign in recent weeks, abruptly changing its tactic of denying the existence of re-education camps to rebranding them as \u201chumane\u201d job training <\/span><span style=\"font-size:14px;\">centres<\/span><span style=\"font-size:14px;\">. But the Chinese government must never be allowed to <\/span><span style=\"font-size:14px;\">normalise<\/span><span style=\"font-size:14px;\"> mass extrajudicial internment of an ethnic minority. Governments need to push back and seize the unique moment the UPR offers to make a stand.<\/span><\/p>\n<p style=\"margin-top: 0px; margin-bottom: 1rem; color: rgb(18, 18, 18); font-family: &quot;Guardian Text Egyptian Web&quot;, Georgia, serif; font-size: 17px; font-variant-ligatures: common-ligatures; background-color: rgb(254, 249, 245);\"><span style=\"font-size:14px;\">The goal of the UPR is <\/span><span style=\"font-size:14px;\">ultimately<\/span><span style=\"font-size:14px;\"> to improve the human rights situation in all countries. For that to actually happen, powerful countries need to be held accountable. Tuesday\u2019s meeting provides an opportunity to shine the spotlight on Xinjiang and collectively tell China enough is enough. UN member states taking part, especially those along the Belt and Road path and Muslim nations, should all individually raise Xinjiang and make clear, unequivocal calls for China to end its abusive policies.
