margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">Up to a million ethnic Uyghurs and other Muslim minorities have reportedly been detained in the past year inside enormous \u201cre-education camps\u201d in the tightly-controlled province, where former detainees say they were forced to&nbsp;<a href=\"https:\/\/www.cnn.com\/2018\/02\/02\/asia\/china-xinjiang-detention-camps-intl\/index.html\" role=\"link\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(78, 141, 196); transition: all 0.3s linear 0s; box-shadow: none;\" target=\"_blank\" rel=\"noopener\">endure intensive \u201cbrainwashing\u201d sessions.<\/a><\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">The claims, which have been made by activists for months, were confirmed as<a href=\"https:\/\/www.cnn.com\/2018\/10\/31\/uk\/uk-xinjiang-china-uyghurs-intl\/index.html\" role=\"link\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(78, 141, 196); transition: all 0.3s linear 0s; box-shadow: none;\" target=\"_blank\" rel=\"noopener\">&nbsp;\u201cbroadly accurate\u201d by the UK government<\/a>&nbsp;in October.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">After initially denying the reports vehemently at the United Nations, China later changed its story without explanation to claim<a href=\"https:\/\/www.cnn.com\/2018\/10\/16\/asia\/xinjiang-uyghur-china-camps-intl\/index.html\" role=\"link\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(78, 141, 196); transition: all 0.3s linear 0s; box-shadow: none;\" target=\"_blank\" rel=\"noopener\">&nbsp;the camps were \u201cvocational training centers\u201d<\/a>, and the \u201cstudents\u201d were happy to be there and free to leave on completing their courses.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">But&nbsp;<a href=\"https:\/\/jamestown.org\/program\/xinjiangs-re-education-and-securitization-campaign-evidence-from-domestic-security-budgets\/\" role=\"link\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(78, 141, 196); transition: all 0.3s linear 0s; box-shadow: none;\" target=\"_blank\" rel=\"noopener\">the report released by the Jamestown Foundation,<\/a>&nbsp;a Washington-based research and analysis institute on Monday, revealed that spending on security-related construction in Xinjiang rose by nearly 20 billion yuan ($2.9 billion), or 213%, between 2016 and 2017.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">According to local budget documents analyzed by the report, expenditure on total domestic security surged by 92% in the one year period, which included a 239% increase in spending for \u201cdetention center management\u201d and 118% increase in spending for the \u201cjustice system.\u201d<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">In <\/span><span style=\"font-size:14px;\">fact<\/span><span style=\"font-size:14px;\"> the report found that vocational spending in Xinjiang dropped by 2017, falling 7% in total.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">The largest jump was categorized under the vague definition of \u201cother domestic security expenditure,\u201d which skyrocketed between 2016 and 2017 by 351%.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">\u201cThese facts do not support the notion of a large campaign to improve vocational skills,\u201d report author Adrian Zenz wrote in his conclusion.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">\u201cRather, the mass disappearances of Muslim minorities in Xinjiang, beginning in early 2017, almost certainly resulted in their imprisonment in de facto political re-education institutions administered by public security or justice system authorities.\u201d<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">Activists accuse Beijing of attempting to eradicate the Uyghur culture and way of life over the past year through harsh new measures, passing regulations&nbsp;<a href=\"https:\/\/www.cnn.com\/2017\/03\/31\/asia\/china-xinjiang-new-rules\/index.html\" role=\"link\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(78, 141, 196); transition: all 0.3s linear 0s; box-shadow: none;\" target=\"_blank\" rel=\"noopener\">banning face coverings and long beards<\/a>&nbsp;as well as mandating house visits by Communist Party officials.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">The Chinese government has been working hard in the past month to deflect criticism of its detention centers in Xinjiang, which it&nbsp;<a href=\"https:\/\/www.cnn.com\/2018\/10\/10\/asia\/xinjiang-china-reeducation-camps-intl\/index.html\" role=\"link\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(78, 141, 196); transition: all 0.3s linear 0s; box-shadow: none;\" target=\"_blank\" rel=\"noopener\">quietly legalized for the first time in early October.<\/a><\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">In a lengthy interview with state-run Xinhua news agency published on October 16, Xinjiang Governor Shohrat Zakir, himself an ethnic Uyghur, said the Chinese government was fighting \u201cterrorism and extremism\u201d in its own way, and in accordance with United Nations resolutions.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">\u201cToday\u2019s Xinjiang is not only beautiful but also safe and stable. No matter where they are or at what time of the day, people are no longer afraid of going out, shopping, dining and traveling,\u201d&nbsp;<a href=\"https:\/\/www.cnn.com\/2018\/10\/16\/asia\/xinjiang-uyghur-china-camps-intl\/index.html\" role=\"link\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(78, 141, 196); transition: all 0.3s linear 0s; box-shadow: none;\" target=\"_blank\" rel=\"noopener\">he told Xinhua<\/a>.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">The official added there was \u201cstill a long way to go\u201d in some parts of the province to eradicate \u201cextremism.\u201d<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">At the same time, state broadcaster CCTV released a documentary ostensibly showing excerpts of life inside the camps, including inmates learning vocational skills and enjoying outdoor activities.<\/span><\/p>\n<p style=\"box-sizing: border-box; margin-top: 0px; margin-bottom: 20px;\"><span style=\"font-size:14px;\">\u201cI can\u2019t imagine the outcome if I hadn\u2019t come here to study,\u201d one interviewee told CCTV. \u201cI may follow those religious extremists and step on the path of committing crimes.
