Beijing, which currently holds the rotating presidency of the Council, has planned the&nbsp;<a href=\"http:\/\/www.chinadaily.com.cn\/a\/201811\/02\/WS5bdbad41a310eff3032861d5.html\" rel=\"noopener noreferrer\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\" target=\"_blank\">trip to showcase the cities<\/a>&nbsp;of Shenzhen and Guangzhou and to spotlight its contributions to&nbsp;<a href=\"https:\/\/www.usip.org\/publications\/2018\/09\/role-un-peacekeeping-chinas-expanding-strategic-interests\" rel=\"noopener noreferrer\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\" target=\"_blank\">UN peacekeeping<\/a>&nbsp;around the world. Photo: UN.<\/p>\n<\/div>\n<p style=\"box-sizing: border-box; font-size: 16px; outline: 0px; overflow-wrap: break-word; line-height: 1.6em; color: rgb(68, 68, 68); font-family: Merriweather;\">This year, the ambassadors of the 15 member-Council have taken trips to&nbsp;<a href=\"https:\/\/news.un.org\/en\/story\/2018\/01\/1000442\" rel=\"noopener noreferrer\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\" target=\"_blank\">Afghanistan<\/a>,&nbsp;<a href=\"https:\/\/www.un.org\/press\/en\/2018\/sc13331.doc.htm\" rel=\"noopener noreferrer\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\" target=\"_blank\">Myanmar, and Bangladesh,<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/news.un.org\/en\/story\/2018\/10\/1022452\" rel=\"noopener noreferrer\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\" target=\"_blank\">Democratic Republic of Congo<\/a>. In addition to spending time with political leaders in capital cities, the diplomats also met with those affected by conflict and violence. Unfortunately, it appears they won\u2019t get that chance in China.<\/p>\n<p style=\"box-sizing: border-box; font-size: 16px; outline: 0px; overflow-wrap: break-word; line-height: 1.6em; color: rgb(68, 68, 68); font-family: Merriweather;\">The Chinese government is facing mounting criticism for its persecution of Turkic Muslims, including Uighurs and Kazakhs,&nbsp;<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2018\/09\/china-xinjiang-families-of-up-to-one-million-detained-demand-answers\/\" rel=\"noopener noreferrer\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\" target=\"_blank\">in Xinjiang<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.businessinsider.com\/china-compiling-uighur-muslim-global-database-reports-2018-8\" rel=\"noopener noreferrer\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\" target=\"_blank\">abroad<\/a>. Earlier this month, Chinese diplomats faced tough questions from many Security Council ambassadors\u2019 counterparts in Geneva, especially the Dutch, Americans, French, British, and Swedish, who&nbsp;<a href=\"https:\/\/www.ft.com\/content\/642016d4-e1b5-11e8-a6e5-792428919cee\" rel=\"noopener noreferrer\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\" target=\"_blank\">demanded<\/a>&nbsp;a change in its policies in Xinjiang. While Chinese diplomats asserted that the camps amounted to little more than vocational training, there is strong&nbsp;<a href=\"https:\/\/www.hrw.org\/news\/2018\/09\/09\/china-massive-crackdown-muslim-region\" style=\"box-sizing: border-box; outline: 0px; color: rgb(0, 0, 0); text-decoration-line: underline !important;\">evidence\u2014including research by Human Rights Watch<\/a>\u2014that indicates otherwise. Those detained have described torture and ill-treatment including beatings, being hung from ceilings, and shackling. This trip represents a key test of the idea that great powers can use the fig leaf of sovereignty to get away with atrocities without consequences.
